For the occasion of the G8 Hokkaido Toyako Summit (July 7-9, 2008), IMADR, together with NGOs and scholars around the world, prepared a comprehensive proposal on exploitative migration and human trafficking. The proposal, signed by 27 NGOs worldwide – in particular from Asia and Africa –, was submitted to the G8 Heads of States on July 3, 2008.
By submitting this proposal to the leaders of the world superpowers, the undersigned NGOs includig IMADR intend to draw the G8 Leaders' attention to the seriousness of the human insecurity faced by exploited migrants, and to hold them responsible as major receiving countries for the protection and promotion of the rights and security of exploited migrants including trafficked persons. This has been planned and implemented as part of IMADR's Campaign against Exploitative Migration and Human Trafficking, launched in January 2007 at the Nairobi WSF with the aim of “mainstreaming” the combat against trafficking and exploitative migration.
The three-part document contains an analysis of different aspects of global exploitative migration and the human rights situation of migrants. Part 1 presents a general analysis on migration and looks into the issue from the perspectives of gender and racism. Each of the four sections in Part 2 sheds light on the connection between exploitative migration and the specific issue areas of climate change, conflict, health and education. Based on the above analyses, Part 3 makes six recommendations to the G8 Heads of States: to specify concepts and make a broader interpretation of the definition of trafficking victims; to raise granted aid for developing countries; to fight gender, race, caste and class based discrimination; to protect migrants in the situation of climate changes and conflict; to create more opportunities for regular migration; and to protect the rights of migrants, especially those who are undocumented and are being trafficked.
