Mr. Doudou Diene, the UN Special Rapporteur on Racism, in his annual report (external link) presented at the 4th session of the Human Rights Council held from 12 to 30 March 2007, "commended in particular" the establishment of the Japan NGO Network for the Elimination of Racial Discrimination, as a positive development in Japan.
